#Update – Russia

RUSSIA (Current Position)

Medical graduates in Russia are required to complete the applicable Primary Specialist Accreditation / Primary Specialised Accreditation under the Russian regulatory framework *before obtaining the applicable professional right to practise medicine under the Russian regulatory framework.*

Further, under Federal Law No. 424-FZ and the corresponding Ministry of Health Orders, graduates covered by the new provisions *from 1 March 2026* are required to undergo mandatory supervised mentorship within the Russian healthcare system. 

The duration of mentorship is determined according to the approved specialty and applicable regulations and may extend up to three years.

These requirements form part of Russia’s updated healthcare legislation and Ministry of Health regulatory framework.

*Relevance for Indian Students*

Under India’s Foreign Medical Graduate Licentiate Regulations, 2021 (FMGL), a foreign medical graduate must satisfy all applicable NMC requirements, *including the requirement that the foreign medical qualification be recognised for registration/licensure* to practise medicine in the country in which it is awarded, in accordance with the FMGL Regulations.

Accordingly, where the country of qualification prescribes additional mandatory post-graduation accreditation, supervised mentorship, registration or licensing requirements, *these may affect the overall timeline before a graduate becomes eligible for registration/licensure in that country*. 

The implications for FMGL eligibility will depend upon how the complete training and licensing pathway aligns with the applicable provisions of the NMC FMGL Regulations.
